The collar rings prevents oil from leaking out from and around the collar, and onto the exhaust manifold. That job requires the battery to be removed, then to distributor, then the collar. I would rate this job to be one hour, which would be about $85 in labor in NY. The parts would cost about $5.

However, in the case above, the collar o-rings is not always the problem with the oil leak. There's actually 2 leaks that occurs in that distributor area. One is outside, caused by the collar o-rings. The other is a distributor shaft seal, internal to the distributor. If you have oil INSIDE the distributor, you have a bad shaft seal. That seal can be purchased seperately. There's also a bearing in there as well, that should be changed while you're replacing the seal.
