We have horrible road tar here. At least I guess that's what it is and it does not come off with repeated washings. One thing I found out the hard way is that applying pressure to remove said spots is absolutely the wrong thing to do. Damages the clear coat because the dirt is transferred to the cloth then rubbed against the paint. Its not too noticeable but hopefully some cleaner wax and scratchx will pull it out all out. Wish me luck.

Use a claybar to remove anything like that. Lifts stupid crap like that right off the paint. Repair the area with a good orbital buffer, orange CCS pad, and Menzerna Super Intensive polish. Will take it right off. Best stuff I have ever used. Then use the Final Gloss from Menzerna and then seal it up with Sealing Wax APO from them. Inbetween polishes I use Detailer's Pride Final Gloss to enhance the shine.

My PC showed up yesterday. took care of it with enizett metallic paint polish on a white ccs pad then finished up with enizett wax on a red pad. Turned out well. car almost looks new.
