Just so you know... France did send help and stuff for Katrina... the Aid was first refused by the US, but then they changed their mind and requested help from the French. They were actually one of the first nation after Canada to offer help to the US.

Other governments do too, India didn't accept international aid after the Tsunami, either, even though while they were refusing people were literally starving and drowning. If I remember right, PM Singh said India was not a "needy nation", a stigma no nation wants, and the USA has long tried to avoid looking "needy".
