Question seat belt buckle flange adjustment

I just got off the phone with American Honda rep today. I inquired about the validity of the so called seat frame or buckle flange adjustment. He told me there's a TSB for the buckle noise. Is this piece of information true? Reason I care is, my buckle is now a lot closer to the console comparing to the passenger side. I worry for my safety in case I need the buckle to work for me. Since something is bent by the tech almost 2 years ago, I want to verify the tech didn't BS me about this repair. Can anyone confirm such TSB plz?

Car 1: 2004 Ford Mustang
The original problem was a potential failure of the microswitch in the seatbelt, the second bulletin had to do with the replacment buckles, apparently they were noncompliant to federal regulations. If you PM or email me with your VIN, I can see where your car falls amongst the confusion.
