90 Legend won't start

Hey all,

first time on site. I've had my baby for about six years. The other day, I drove to work in the rain, and that night, it wouldn't start. I replaced the main (fuel pump) relay, jumped the starter (it roled the engine), checked all fuses. The engine won't turn over, and the fuel pump doesn't come on. Where the check engine light would normally come on while the pump kicked on and then go out, my light stays on. Could it be my ingition switch, or ECU?, or is there another relay/fuse that I may have missed?
