Auto tranny starts in 3rd gear

I was just given a 1990 Legend LS with an automatic transmission, the only problem is, when it's in "D", "S3", or "S4" it wants to start out in 3rd gear. I can shift it down into "2" and then manually shift it to "D" after it's up to speed. But even when it's in "2" It never actually goes all the way down to first gear.

...I tried doing a search but couldn't come up with the right keywords to narrow it down...
Any help would be greatly appreciated!

Try cleaning the shift solenoids and a simple ATF drain and refill
