Transmissions are *very* problematic on the 2nd gen TL, less so though in the 99 model year because it's a 4 speed automatic, as opposed to the 5 speed auto used in 2000 and up....but enough that you'll want to make sure the car shifts flawlessly.
My advice would be to only buy the car if it's had a regular maintenance regime, including transmission services...using ONLY Acura ATF-DW1.....otherwise you could be looking at an expensive repair bill in the future.
Bear in mind also that at every 105K interval, a timing belt service needs to be done. Check with the owner to see if it's been performed. If not, that's a service that can run $800 and up if you have it done or $350 or so to do it yourself.
