Yes, it is important. The pixel clock basically is what sets how many lines you can drive on the screen, how long the pixels are shown before refreshing (it trips the flip flops)...usually in ms.

Depending on how it's built internally if you don't drive that input you'll either never see a signal, or see the first image that pops up and that will never change (the picture won't ever refresh). I would suggest contacting that chip's maker for advice on how to drive that. But you're obviously looking for a certain frequency (Hz) much like your TV has a refresh of 60Hz (16.66 ms), and your computer anywhere from 60-110Hz usually.
