I do not hear any noise but there is movement. Am i not suppose to have any movement? how can i be certain i need to replaced the inner tie rods?

Typically with inner rods, you would have some looseness in terms of steering feel. Easy way to check is to jack up the side of the car, placing your hands on the 3 and 9 position on the tire and give it a shake. There shouldn't be any looseness associated with the shake. If there is, then you'll have to ascertain whether the issue is from the inner or outer rod by isolating it and giving it another shake.

C25A1guy in my last post i mentioned that i did feel movement on my tires but i had the whole from end of the car up on my jack. I just now realized that you said "jack up the side of the car". Does that mean i jack up one side of the car, the wheel i am checking should be off the ground and the opposite tire on the ground?

Thanks.

That's how I check it. Car up in the air.
